Halt all trading across all users.
- Halts all active intraday sessions (DB + in-memory).
- Notifies Go trade-executor per user (stops position/strategy evaluation).
- Optionally cancels all open orders via Alpaca (per-user credentials).
- Optionally closes all open positions via Alpaca (per-user credentials).
