Start Sweep
Start an async parameter sensitivity sweep.
Accepts parameter ranges to sweep over, runs each combination through the simulator, and collects metrics. Returns a sweep_id to poll for status and results.
The control plane registers a pending sweep and enqueues a sweep-class job; an out-of-process worker claims it and runs run_sweep (B5 cutover).
Enforces max 500 grid points. Individual runs time out at 30s, overall sweep times out at 10 minutes.
